Charlie’s leadership on the City Council led to yet another call to serve — this time ultimately as Mayor of Westminster. It was a humbling moment, not just for Charlie, but for the community that had watched his journey from refugee to public servant.  The boy who once arrived in America with nothing now held the responsibility of leading a city he loved.

As Mayor, Charlie focused on building bridges, restoring trust, and uplifting families across Westminster. He welcomed diverse voices to the table, encouraged civic participation, and made sure every resident — regardless of background — felt heard and valued. Through economic challenges, community issues, and times of uncertainty, Charlie led with calm resolve, faith, and a steady hand. His guiding belief remained unchanged: Leadership means serving others first.
